Pbekkerh is correct. A flashlight is really all you need at night for a boat under oars. The all around light by itself is really for anchoring and International power driven vessels of less than 7 meters traveling at speeds less than 7 knots. I'm sure the safety factor of the all-around light would be totally acceptable for kayaks in any limited visibility conditions.
A high intensity white light flashing at a regular 50-70 flashes per minute is a distress signal for both Inland and International Rules. I'd be careful how I used one of these. You might draw some big boat visitors to your side making sure you're alright.
